Smart city: the 13th five year plan has entered the 2.0 era, with a market scale of trillion

the 13th five year plan proposal clearly states that China will support the construction of green cities, smart cities, forest cities and inter city infrastructure interconnection during the 13th five year plan. 7. The industry believes that this means that China will enter the era of smart city 2.0 during the 13th Five Year Plan period

in fact, there have been too many smart city policy documents in China, both at the central and local levels. So far, the Ministry of housing and urban rural development and the Ministry of science and technology have jointly released three batches of National Smart City pilot lists, with nearly 300 pilot cities. Relevant research institutions pointed out that, in fact, outside the national pilot system, more than 85% of China's cities are building smart cities, but the system is fragmented and the data source is closed. IDC also pointed out recently that smart city is the best model for new urbanization construction and will have great potential during the 13th Five Year Plan period

in this context, what kind of policy guidance will smart cities have during the 13th Five Year Plan period? How to avoid practice mistakes and accelerate the implementation? Which companies will benefit from it? For the above questions, on the occasion of the Internet + 2015 smart city and China new urbanization Summit Forum hosted by China business daily, we interviewed qiaorunling, deputy director of the center for urban and small town reform and development of the national development and Reform Commission, Wang Zhiliang, vice chairman of China smart city industry alliance, and zhanghongguo, researcher of CCID think tank Planning Institute of the Ministry of industry and information technology

the essence of smart city is IOT

China Business Daily: in the past few years, many departments of the central government and local governments have issued policy documents to support the construction of smart city. The 13th five year plan proposal has also been clearly put forward, which will support the construction of green city, smart city and forest city. How do you see our policy guidance on smart city construction during the 13th Five Year Plan period

Qiao runling: smart city is one of the important development directions of China's new urbanization. Therefore, the state has issued a series of support policies, including IOT and big data policies. However, in general, the construction of smart cities in China is not mature, and the current policies only provide support in principle and macroscopically

in my opinion, the construction of smart cities requires a lot of exploration and practice. During the 13th Five Year Plan period, whether it is policy formulation or specific construction, we should prevent several tendencies and misunderstandings:

first, we should solve the misunderstanding of insufficient coordination. There is not enough coordination among the central ministries and commissions. The information office, the Ministry of industry and information technology, the national development and Reform Commission, the Ministry of housing and urban rural development, the Ministry of education, the Ministry of health, etc. are all issuing policies related to smart cities, and the fragmentation is very serious. In the future, we must solve the problem of coordination before introducing relevant rules. At the same time, the collaboration between various departments of local government and the collaboration of data platform construction are also very important

the second is to prevent mass action and blooming everywhere. The achievements and image projects of smart cities need to be prevented

third, the ultimate goal of a smart city is to facilitate the people. We must not make leaders more and more intelligent and people less and less intelligent, which will confuse the original intention

wangzhiliang: the ultimate goal of a smart city is actually to establish an urban IOT platform, which will become an important part of infrastructure and public service construction in the future. The ultimate goal of smart city policy guidance should be set on the change of concept. In the past, tiegongji was an infrastructure for urban construction. In the future, for a city, the full coverage of cloud platform, database, WiFi, 4G and even 5g coverage with sensors, elastic components, optical components and special circuits as key objects should achieve the same treatment as tiegongji. Only when the concept is changed can the smart city be really well developed

zhanghongguo: in fact, from the introduction of the concept of smart city to today, pilot cities have spread all over the country, only five years ago. At present, both the 2015 government work report and the 13th five year plan have proposed to improve the construction level of new urbanization and develop smart cities. It can be predicted that smart cities in China will usher in increasingly broad development prospects. However, China's smart city construction should grow in exploration. The policy oriented path should be from concept to practice, from disorder to order, from form to effectiveness, from closed and single to the tolerance of No. 2 for mold manufacturing allowance of medium precision size of plastic parts of any material

should follow the market-oriented operation route

China Business Daily: smart city is essentially about the IOT in all aspects of a city. This will be a huge and complex system project. How should this project be implemented? What areas can be the first to break through

Qiao runling: smart cities are one of the few areas in China that can keep pace with the world. There is a gap between China and developed countries, but the gap is small

to promote and implement the smart city, it is necessary to prevent it from becoming a closed system in the planning stage, because in the future, more content will be added, and it must be made into an open system; At the same time, attention should be paid to the problem of compatibility, because various departments in many cities have done information transformation, but the lack of docking and compatibility between departments has caused great waste, so it is necessary to avoid such problems from happening again

secondly, in the process of implementation, we must adhere to market-oriented means and have a profit model; We can't follow the old road led by the government because we can't afford the construction cost. At the same time, we should follow the path of sharing economy. No independent party can become a smart city. Local governments, technology companies and operating companies should work together to promote and share benefits

in addition, each city should highlight its characteristics and solve the most important problems first

as for the areas that should be the first to break through, I think the first should be intelligent transportation, because every city faces the problem of traffic congestion. The second is intelligent energy, which can improve energy efficiency and solve urban pollution through intelligent transformation. The third is intelligent medical treatment, which is an area of great concern to every urban resident

wangzhiliang: I think the smart city can be divided into three parts. The first part is e-government, the second part is information benefiting the people, and the third part is intelligent urban management. When each city promotes the construction of smart city, the IOT platform finally established can facilitate the city's government, benefit the city's citizens, restructure the city's industries, and make the city management more convenient

among all branches of smart city, smart transportation is the most effective one. Many large enterprises at home and abroad have implemented smart transportation projects in China, which should be the easiest to break through

zhanghongguo: the early smart city construction in China generally has the characteristics of decentralized design and separate operation. Due to problems such as standards, technologies, systems and mechanisms, it is difficult for departments and systems to become a collaborative whole, which greatly reduces the integrity and systematization of the smart city. The future smart city construction should focus on top-level architecture design, data sharing, service platform construction, etc, Carry out unified planning, layout and maintenance

at the same time, many pilot cities have gone through a detour in terms of who should be the construction and operation subject of smart cities. Practice has proved that the construction of smart cities should abandon the traditional concept of the government taking charge of everything, introduce more social forces to participate together, and adopt the diversified development model of joint construction and operation

in addition, during the operation of the smart city, the amount of data will show explosive growth, such as urban traffic data, environmental monitoring data, industry data, population data, etc. the application and analysis level of these data will directly determine the operation efficiency of the smart city. Therefore, with the process of smart city, China should formulate corresponding data opening plans to continuously expand the depth and breadth of information sharing. Without open and shared data support, there can be no real smart city

market scale exceeds trillion

China Business Daily: how much market space do you think smart cities will release? Which companies will benefit

Qiao runling: it must be a huge market. Internet + is a breakthrough in industrial upgrading, and smart cities are the superposition of countless Internet + s. Interconnection + transportation, forming a complete industrial chain; The rail transit industry chain should extend from rail transit to transportation. Interconnection + education and interconnection + medical care can form a huge system of smart cities

Internet companies and information technology companies will certainly benefit from it. In addition, green low-carbon, environmental, cultural industries, urban old city reconstruction and other enterprises will also benefit from it

zhanghongguo: it is difficult to estimate the market scale. If the smart city is positioned as information technology, the scale may be hundreds of billions of yuan. If it is positioned as urban construction, it may be tens of trillion yuan. In the overall plate of urban construction, the part of smart city should also be a trillion level market
